He was born in a refugee camp in Darfur. On his own at age 11, he fled Sudan to Libya, and has since lost contact with his family. For two years he has lived in a refugee camp in Niger, one of the poorest countries in the world, where he and many like him, have no opportunities. Thanks to his commitment and capabilities shown in the camp\u2019s educational channels, Adam was selected to participate in the INTERSOS project \u201cPAGELLA IN TASCA \u2013 Study Channels for Refugee Minors.\u201d He is preparing to leave for Italy, where he\u00a0<strong>will be welcomed into a foster family and attend school.<\/strong><\/em><\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\" et_pb_row et_pb_row_2\">\n<div class=\"et_pb_column et_pb_column_4_4 et_pb_column_2 et_pb_css_mix_blend_mode_passthrough et-last-child\">\n<div class=\"et_pb_text et_pb_module et_pb_bg_layout_light et_pb_text_align_left et_pb_text_1\">\n<div class=\"et_pb_text_inner\">\n<h3><strong>A REGULAR AND SAFE ENTRANCE CHANNEL FOR UNACCOMPANIED REFUGEE CHILDREN<\/strong><\/h3>\n<p>&nbsp;<\/p>\n<p>The project\u00a0<em>\u201cPAGELLA IN TASCA \u2013 Study Channels for Refugee Minors\u201d<\/em>\u00a0aims to facilitate\u00a0<strong>the legal entry process with a sponsorship of 35 student visas to be provided for unaccompanied minors with refugee status in Niger<\/strong>. This provides them a safe and sheltered opportunity to come to Italy to study.<\/p>\n<p>This is a pilot project exploring a\u00a0<strong>regular and safe\u00a0entry channel that is\u00a0highly innovative<\/strong>\u00a0compared to the channels currently active (humanitarian corridors,\u00a0<em>resettlement,<\/em>\u00a0etc.), as:<\/p>\n<ul>\n<li>specifically designed for the\u00a0<strong>protection of unaccompanied minors,\u00a0<\/strong>who are currently excluded from humanitarian corridors from non-EU countries and from most other entry channels;<\/li>\n<\/ul>\n<ul>\n<li>aimed at\u00a0<strong>promoting the right to education<\/strong>, as a right recognized to all minors by the Convention on the Rights of the Child, and based on the issue of an entry visa for study, provided for by Italian law for minors between 15 and 17 years old, but to date never used to promote the entry of refugee minors;<\/li>\n<\/ul>\n<ul>\n<li>based a principle of\u00a0<strong><em>\u201ccommunity sponsorship\u201d<\/em><\/strong>\u00a0through the involvement of foster families and volunteer guardians, as well as private social organizations, and creating societal inclusion paths for minors.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>This project is in its most fledgling phase: 35 minors will enter Italy with a regular and safe channel of entry, compared to more than\u00a0<strong>700 individuals who died in transit through the Mediterranean in the first six months of 2021, and more than 13,000 refugees intercepted and forcibly returned to Libya<\/strong>\u00a0as they tried to escape from war, violence and torture.\u00a0However, this pilot project is also an important first step.\u00a0In fact, the opening of a new entry channel may also\u00a0<strong>allow other unaccompanied minors to enter Italy in this protected manner in the future<\/strong>. Welcoming these refugee children into the community can bring a\u00a0<strong>cultural message of openness and welcome<\/strong>, based not only on words but on concrete, shared experiences.<\/p>\n<p>&nbsp;<\/p>\n<h3><strong>MINORS WHO WILL ARRIVE IN ITALY<\/strong><\/h3>\n<p>&nbsp;<\/p>\n<p><strong>35 unaccompanied minors aged between 16 and 17<\/strong>\u00a0will be involved in the project\u00a0<strong>, who fled violence in Darfur and took refuge first in Libya and then resettled in Niger<\/strong>, where they currently live in a refugee camp run by UNHCR in collaboration with INTERSOS.\u00a0The main criterion for the identification of the minors who will participate in the project, carried out by the staff of INTERSOS and UNHCR operating in Niger, will be academic motivation.<\/p>\n<p>&nbsp;<\/p>\n<p><img decoding=\"async\" class=\"alignnone size-full wp-image-14938 lazyload\" data-src=\"https:\/\/peaceful-shtern.46-37-26-27.plesk.page\/wp-content\/uploads\/2021\/07\/1470118.jpg\" data-sizes=\"(max-width: 1080px) 100vw, 1080px\" data-srcset=\"https:\/\/peaceful-shtern.46-37-26-27.plesk.page\/wp-content\/uploads\/2021\/07\/1470118.jpg 1080w, https:\/\/peaceful-shtern.46-37-26-27.plesk.page\/wp-content\/uploads\/2021\/07\/1470118-300x169.jpg 300w, https:\/\/peaceful-shtern.46-37-26-27.plesk.page\/wp-content\/uploads\/2021\/07\/1470118-768x432.jpg 768w, https:\/\/peaceful-shtern.46-37-26-27.plesk.page\/wp-content\/uploads\/2021\/07\/1470118-1024x576.jpg 1024w\" alt=\"\" width=\"1080\" height=\"608\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" style=\"--smush-placeholder-width: 1080px; --smush-placeholder-aspect-ratio: 1080\/608;\" \/><\/p>\n<p>&nbsp;<\/p>\n<h3><strong>THE PATH FOR MINORS IN ITALY<\/strong><\/h3>\n<p>&nbsp;<\/p>\n<p>Minors will enter Italy with an\u00a0<strong>entry visa for study<\/strong>, issued with all requirements established by law, such as enrollment in an Italian school and confirmation of accommodations in Italy.\u00a0The project provides\u00a0<strong>priority<\/strong>\u00a0for<strong>\u00a0foster families<\/strong>, who are committed to the care of minors and accompanying them along their academic path and social integration.<\/p>\n<p>The minors will study to complete a middle school certificate and will then continue their\u00a0<strong>education\u00a0<\/strong>in secondary school or in vocational training.\u00a0The project provides a\u00a0<strong>scholarship<\/strong>\u00a0for each minor for a period of 12 months to cover living costs, and\u00a0additional\u00a0<strong>support for minors and their foster families<\/strong>\u00a0by professional figures (educators, cultural mediators, legal aid, and psychologists).<\/p>\n<p>At the end of the 12-month scholarship any administrative continuation that may be ordered by the Juvenile Court, the beneficiaries may be included in the\u00a0<strong>SAI project<\/strong>\u00a0where appropriate, remaining with the same foster family, or another project in the same territory.<\/p>\n<p>The project will be implemented in a first phase in the\u00a0<strong>Municipality of Turin<\/strong>, where 15 minors will be welcomed.\u00a0The other 20 minors will be welcomed in\u00a0<strong>other municipalities<\/strong>, currently in progress. The<strong>\u00a0first 5 unaccompanied minors arrived in Turin in October 2021<\/strong>, were placed with foster families and started their schooling at the CPIAs.<\/p>\n<p>&nbsp;<\/p>\n<h3><strong>WHAT YOU CAN DO<\/strong><\/h3>\n<p>&nbsp;<\/p>\n<ul>\n<li><strong>Offer to host a refugee minor in foster care.\u00a0<\/strong>Families and individuals can offer their availability, and there are no age limits. The suitability of candidates will be assessed by the social services of the competent local authority according to the ordinary procedures envisaged for family fostering, and it is necessary to follow a training course.
